Any selection on the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the original findings, buy, or final decision pursuing reconsideration shall be produced by the appeals board rather than by a Listening to officer and shall be in writing, signed by a vast majority with the appeals
